Speaker Biographical Information

Representative Scott Rigell (VA-02)

Biography:

Scott Rigell (“ridge-ull”) was elected to the United States House of Representatives from Virginia’s Second Congressional District in November 2010.

Since he took office in January 2011, Rep. Rigell has made strengthening our military, creating jobs, reversing our nation’s fiscal course and reforming Congress for a better America his most urgent priorities.

Representing the nation’s largest military district, Rep. Rigell is working to preserve our region’s unique military assets while supporting our men and women in uniform. As a member of the House Armed Services Committee, Rep. Rigell is engaged in maintaining our carrier presence in Norfolk and working with state and local officials on important local issues such as Fort Monroe and Oceana.

As a congressional reformer serious about reigning in federal spending, Representative Rigell is leading by example. The Congressman does not accept federal health care benefits or a federal pension and returns a portion of his salary back to the U.S. Treasury.  Additionally, he has introduced as his first piece of legislation the Lead by Example Act, which provides that Members of Congress would only receive a taxpayer-funded match to their 401k plans in a year when Congress passes a budget which decreases the deficit.

In addition to serving on the House Armed Services Committee, Representative  Rigell also sits on the Committee on Homeland Security and the Committee on Science, Space and Technology.

Prior to his election to Congress, Representative Rigell was a successful small business owner and community leader in Virginia Beach, Virginia. The founder and Chairman of Freedom Automotive, the Congressman and his wife Teri own several automobile dealerships in Hampton Roads. He was recently inducted into the Hampton Roads Business Hall of Fame.

Representative Rigell served his country in the United States Marine Corps Reserve, rising to the rank of Sergeant before an honorable discharge after six years. He earned his B.B.A. from Mercer University and his M.B.A. from Regent University in Virginia Beach. In 2010, the Regent School of Global Leadership & Entrepreneurship named Rep. Rigell their "Alumni of the Year."

Representative Rigell and his wife are the proud parents of four grown children: Lindsey, Mallory, Justus and Shannon, and they are delighted to have two grandchildren: Parks and Reese.

Michael Brown, Economist – Wells Fargo, Bank

In this role, Michael focused his research on quantitative public policy analysis and the Arkansas economy.

Michael’s research interests include state budget issues, regional economics, information economics, and econometrics.
